Stephen serves as the Public Advocate Investigator for the Glasgow Trial Office, where he leverages his background in criminal justice and investigation. With academic foundations in Criminal Justice from Eastern Kentucky University and both Criminal Justice and Business Administration from Daymar College, he brings a comprehensive understanding to his work. His professional background includes experience in Emergency Management and supervisory roles in Adult and Juvenile Corrections, equipping him with specialized training in critical areas such as Motivational Interviewing, Conflict Resolution, PREA Investigations, Workplace Investigations, and Emergency Response protocols. This diverse expertise informs his thorough, ethical investigation practices to consistently advance the interests of justice.
Stephen's exceptional work in juvenile advocacy was recognized with the 2024 In Re: Gault Award, highlighting his innovative approach to obtaining and utilizing records obtained through Open Records Act requests.
Stephen's expertise has been recognized through his faculty contributions to professional development programs, including the Basic Criminal Defense Investigation Institute and the Advanced Criminal Investigation Course, as well as his recent presentations at the 2024 DPA Annual Conference on ethical subpoena use and the strategic value of historical data.
